Public-procurement FAQ
Under €40,000 ex-VAT, your municipality can issue a direct Purchase Order (without advertising or competitive tendering). Above that, you move to MAPA (French simplified procurement procedure) — we provide a complete dossier compliant with article R. 2123-1 et seq. For 3-year framework agreements above €100,000, we support the drafting of a public competitive tender notice (AAPC). Our dossier includes our URSSAF, tax, professional liability certificates, K-bis, and Kingdom of Morocco accreditation.
Nawrass is a non-profit association officially accredited by the Kingdom of Morocco for organising children's holiday camps in Morocco and abroad (equivalent to French Youth & Sports accreditation). Our supervision is BAFA-equivalent (animators with a qualification equivalent to French BAFA + BAFD-equivalent for directors). We provide your legal department with all certificates and the equivalence attestation.
Yes for ANCV holiday vouchers (we are conventionned via our partner BPCE Mobilité). For PIM aid (Politique de la Ville), we provide the social-stay supporting documents required by the specifications. For CAF aid (QF 1-3 holiday vouchers, AVE, AVS), your Youth Service can pass the vouchers to us and we invoice CAF directly via third-party payer. Detailed in the document pack we send at D+7.
1 qualified animator per 8 children (1:8). This ratio is below French regulatory requirements (1:12 for holiday camps, 1:8 for under-6s). All our animators are BAFA-equivalent qualified or higher, background-checked (equivalent to French extract B2), and trained in emergency protocols. A qualified nurse is on site for the entire cohort. Partner doctor 15 minutes away.
Group transport via direct flight from Paris CDG/Orly or Marseille MRS to Casablanca or Tangier, accompanied by our team. For remote municipalities, we coordinate a TER or TGV transfer to the nearest station (Roissy CDG, Marseille Saint-Charles). Included in the Standard package for groups of 25 children or more. Optional at €200/child for the Pilot package.
Our registration questionnaire records the PAI, allergies, current treatments and dietary restrictions. A qualified nurse is dedicated to your cohort throughout. For severe allergies or heavy treatments, we adapt supervision (one referent animator per at-risk child, separately served meals, individual emergency kit, medical evacuation plan pre-validated with the regional hospital). We request prescriptions and certificates at D-21.
NET 60 standard for city halls (in line with municipal payment terms). NET 30 on early commitment or under a 3-year framework. 30 % deposit on signature, balance on the cohort's return. Two-step invoicing with compliant legal mentions (VAT, RIB, tax certificates). We accept dematerialised purchase orders via Chorus Pro.
Yes. For 3-year framework agreements, we invite an elected official (Mayor, Deputy, Association President) to a 2-day institutional visit before signature, travel costs covered by Nawrass. For the Standard package, we organise virtual visits by video conference with the site director and our Local-Authority Project Lead. A paid physical visit (€650) is possible before signature, deductible if the municipality signs.
